I’m not an expert, but I don’t think you can have two routers on your modem. Because you have only one Internet IP address, your ISP won’t know how to talk to both of them.
What you might need is a wireless router with VOIP capability to handle both functions.

These are hard to find but are cheap, they are called Ehternet Cable Spliters you might be able to split the cable coming out from your modem and use it for your VOIP and a router on the other split end. (It might decrease speed because of sharing)
