I am assuming that your friend has an iSight webcam built in? if so, the way to activate their video is to click on the camera icon on the bottom row of their call screen. (it is on the same row as their red “hang up” button)
If that icon is shaded out, they do not have their webcam set as the default camera for skype. to set the default camera go in the mac menu bar Skype -> Preferences -> Video (in between SMS and Chat icons) make sure in the drop down box named “Camera:” that your friend’s camera is selected. Directly underneath the drop down menu, make sure that the box “enable skype video” is checked also.
On your end, make sure that in your skype video the option for “automatically receive video from ‘people in my contact list’” is checked.
