You really can’t know for sure.
One indicator is if you were once a contact of that person and you could see when they were on line, but now they are always shown as off line, then that is one indicator they have blocked you.
But, now days many people have their Skype set to show Invisible or Offline all the time, for everyone. This is usually because they just don’t want to be bothered, by anyone.
