From pc to pc most are free but from pc to phone it costs but if you search for other softwares you can find free calls even from pc to phone and phone to phone.

Skype is great! Basically if you have a laptop with a camera you are golden, but if you have a desktop, then you will need a microphone and a camera [both easy to get and cheap too!]. From there, just go to skype.com, and they will guide you through the process. When you have an account, you add contacts. If those contacts have skype and are online at the time, then you can video chat with them for free. When you want to call a land line phone, you have to purchase credits, and then each credit is for a certain amount of talk time. Many people canceled their land line phones because you can get the phones that connect to the computer and buy credits and it is much cheaper. I call with my family use Skype about everyday when I have been Japen.
Skype is chiper then the telephone, It about Eur0.017 per minute and haven’t any other extra cost.
Video conferece is free between PC I think.

It depends what country you are going to call. Check their website for rates.
I suggest you check out http://www.onesuite.com too, they have voip and prepaid phone card services, cheaper than Skype rates.
