There are number of things to consider:
1. Webcam – Yes, the quality matters, and generally the more expensive the webcam the better the quality. Buy from a good name manufacturer. Logitech has a number of webcams.
2. Internet connection – Broadband is going to be far better than any sort of dial-up. Your upload speed affects the picture the person on the other side sees. Check with your broadband provider and find out what your upload speed is or try something like SpeedTest. If you have multiple computers in your house, other people doing things on the internet will affect your connection as well.
3. Computer – Your computer speed is important too, as well as what you are doing on it. If you’re running an older/slower computer, close all other programs except for Skype. Don’t upload or download while you’re trying to run Skype.
4. Connection – USB 2.0 webcams are better than USB 1.0 webcams. There are some FireWire cameras out there as well if your computer can use that, and your home video camera might be able to work as a webcam as well (depends on your camera). If possible, plug the webcam directly into the computer and not through a usb hub.
5. The receiver – Their internet connection is important too. If they have a slow download connection (doesn’t sound like it) or are downloading or doing other things, it will affect how they receive your video.

Definitely. The better the camera the better the quality. Also, make sure you have a 2.0 USB connection for better transfer and quality. Make sure you have fast internet speed.
