I only sealed up for an online series as well as SkypeOut service, as well as we was wondering if a people we call from skype or a people which call my online series will be charged upon their mobile or landline phone bill.

Mobile phone users, unless they have an unlimited plan, are charged ‘minutes’ by their own provider when they call in or call out (regardless if the call involved skype or not). Land line phones are not charged for incoming calls. Land line phones are charged, by the local phone company, for out-of-area (toll) calls that are made from the land line phone. Again, the use of skype does not effect these charges.
